Transparency in Local Government and Local Governance


On November 27, 2025, I delivered an invited lecture as part of the International Monthly Lecture Series of IPSA’s Research Committee 48 on Administrative Culture. The session brought together participants from multiple countries and was grounded both in my doctoral research and in my broad professional experience in the public sector, particularly in data-driven governance and transparency in local government operations.

As a Board Member of IPSA RC48 (Administrative Culture), I also had the honor of contributing to the committee’s global mission of advancing research and dialogue on transparency and public administration.
My lecture, “Transparency in Local Government and Local Governance,” presented a multidimensional perspective that integrates citizens’ expectations, decision-making processes, and internal organizational factors. I discussed transparency as both a managerial tool and a democratic value, highlighting its contribution to informed decisions, trust, and institutional legitimacy.
The session emphasized practical implications for policymakers and practitioners, including accessible information, participatory structures, and organizational conditions that support ethical and evidence-based governance. Drawing on examples from Israeli local government, I demonstrated how transparency can be effectively embedded in everyday administrative processes.

Workshop on Transparency and Information Accessibility in Local Authorities – Southern District

I had the privilege of leading a professional workshop on transparency and information accessibility in local authorities, held as part of the Southern District’s inter-district transparency initiative.
As the workshop lead, I coordinated the professional agenda and facilitated sessions delivered by additional experts on key topics including the publication of municipal data repositories and innovative approaches to public participation.
Within the workshop, I delivered a dedicated lecture on transparent decision-making processes in local government. My session focused on the principles that ensure clarity, accountability, and evidence-based governance, emphasizing how structured analytical processes and accessible
information strengthen municipal decision-making and build public trust.
This workshop provided a meaningful opportunity to guide a district-wide professional forum, share practical tools, and work collaboratively with municipal leaders on advancing transparent, ethical, and data-driven governance.

Data-Driven Governance and Transparent Decision-Making in Local Authorities

 

Delivered an invited lecture as part of the Ministry of Interior’s “Nekudat Zinuk – Advancing Data-Driven Challenges in Local Government” program, held during the opening session for the Southern Region. The session introduced core principles of evidence-based management and explained how structured data, analytical tools, and transparent processes strengthen organizational capacity and public-sector decision-making.
The lecture highlighted practical applications of data use in municipalities, collaborative work models between professional teams and cadets, and the value of transparency as an enabler of trust, accountability, and effective problem-solving in complex local governance environments.

Study Tour on Local Government


Accompanied the Cadets for Local Government delegation to London as a professional representative of the Ministry of Interior. During the visit, I provided comments and reflections on key issues raised throughout the program. The delegation explored innovative projects and urban development across the city while learning about the structure of local government in England.
Discussions frequently centered on transparency and public participation, underscoring their critical role in building trust and strengthening local governance. This was a valuable opportunity to broaden perspectives, exchange ideas, and reflect on how these principles can be further advanced
within the Israeli context.

Transparency in Decision-Making in Local Authorities

Presented research on transparency as both a principle and a practical tool for improving governance in local authorities. The lecture highlighted its role in strengthening accountability, building trust, and supporting evidence-based decisions, while sharing insights from ongoing doctoral research and engaging with colleagues from the Ministry, academia, and municipalities.

Research Recognition – Israeli Political Science Association (IPSA-Israel)

I was honored to participate in the Third Annual Graduate Research Workshop, held in memory of the late Prof. Gad Barzilai, by the Israeli Political Science Association (IPSA-Israel) at Reichman University. The workshop brought together outstanding MA and PhD students from diverse subfields of political science across Israel.

As part of the program, I presented my research on decision-making transparency in local governments and took part in discussions on academic career development and policy-relevant scholarship.

During the event, I was awarded the Best Paper Prize in the category of unpublished manuscripts for my paper titled:
“Transparent Decisions: Evaluating the Role of Decision-Making Transparency in Achieving Informed Decisions in Local Governments.”
The paper was supervised by Prof. Yotam Lurie and Prof. Fany Yuval (Ben-Gurion University of the Negev).

The award was presented by a professional committee composed of leading political science scholars from various Israeli academic institutions.

Informed Decision-Making in the Public Sector

Delivered an interactive session on Zoom for first-year undergraduate students at the Jerusalem Multidisciplinary College, focusing on the core principles that underpin effective public-sector governance. The lecture emphasized the importance of reliable data, structured analytical approaches, and sound professional judgment as foundations for transparent and accountable decision-making in local government.

Participation in the First PhD Poster Conference at Ben-Gurion University of the Negev

(June 2025)

On June 11, 2025, I presented my research at the first PhD Poster Conference, organized by the Kreitman School of Advanced Graduate Studies at Ben-Gurion University of the Negev. The event brought together doctoral researchers from various disciplines, offering a platform to share ongoing projects, engage in interdisciplinary dialogue, and receive feedback from peers and faculty.

As part of the conference, I presented the second paper of my doctoral dissertation, which focuses on transparency in multi-member decision-making processes in Israeli local government authorities. The research investigates how transparency mechanisms, such as access to information, documentation of discussions, and stakeholder involvement, shape the ability of decision-making bodies to reach well-informed decisions.

Presenting this work in poster format allowed me to refine my communication of complex theoretical and empirical insights in a concise and accessible manner. It was also an opportunity to reflect on the study’s practical relevance for improving governance structures at the local level.

Workshop on Transparency and Information Accessibility in Local Authorities – Southern District (May 2025)

I had the opportunity to lead the second workshop on transparency and access to information in local authorities, conducted as part of the inter-district transparency team’s annual program.
As part of the session, I gave a talk on citizens’ expectations and perceptions regarding transparent governance, focusing on actionable tools to promote transparency in municipal practice.

The workshop provided a valuable platform to engage with experienced professionals, exchange insights, and collaboratively address the intersection of effective administration and public accountability.

In my lecture at the training conference for newly elected officials in the Southern District, I focused on transparency, ethics, and public engagement among elected representatives. The lecture emphasized the importance of promoting these values in local authorities, with a particular focus on transparent decision-making processes, commitment to professional ethics, and the necessity of broad and meaningful public participation. Additionally, I presented practical examples and applicable tools to help elected officials integrate these principles into their daily work.  

Workshop on Transparency and Information Accessibility in Local Authorities – Southern District (December 2024)

I had the privilege of leading a workshop on transparency and information accessibility in local authorities as part of the inter-district transparency team’s work plan.

During the workshop, I delivered a lecture on information accessibility and transparency in local government, highlighting the importance of open governance, clear communication with the public, and practical tools for enhancing transparency in municipal operations.

This was an exceptional opportunity to engage with leading professionals in the field, share knowledge and practical tools, and collaborate on challenges that bridge professionalism and public service.
